(CONSULTANCY SERVICES FOR STRENGTHENING MUNICIPAL FINANCIAL MANAGEMENT)

 BHUTAN SECOND URBAN DEVELOPMENT PROJECT (BUDPII)

The Royal Government of Bhutan has secured an IDA credit of US$12 million towards the Bhutan Second Urban Development Project (BUDPII) to (a) strengthen municipal management systems starting in Thimphu and Phuentsholing Thromdes (Municipalities) and (b) improve infrastructure services in northern Thimphu.

The Project now invites eligible Consultants to indicate their interest in providing the required services. A Consultant will be selected in accordance with the procedures set out, in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA credits by World Bank Borrowers (May 2004 as amended October 2006).

Interested consultancy firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consulting firms may associate to enhance their qualifications.

Interested consultancy firms may obtain further information about the assignment from the ToR below. The expression of interest must be delivered by hand/post/email to the address below by 3.30 PM, BST on July 1, 2013.

TERMS OF REFERENCE

The ‘Septic System Manual’ was developed by the Urban Infrastructure Service Division (UISD), Department of Engineering Services (DES) under the Ministry of Works and Human Settlement (MoWHS) with technical assistance from SNV as part of the Sustainable Sanitation and Hygiene Programme in small towns.The manual was developed with the objective of providing guidance to authorities at various levels (district and municipal engineers, building inspectors) on technical know-how during the design, construction, operation and maintenance of septic systems. In addition, other communication materials such as leaflets and posters were developed targeting householders/building owners to help understand operation & maintenance of septic systems, including de-sludging of the septic tanks. The septic system manual, leaflet and poster was developed and tested based on learning from the small towns at Chukha Dzongkhag and Thimphu Thromdey. Field Division, Department of Roads, Trashigang will be doing redecking work and replacing timber deck on Sanguri bailey bridge at Dewathang and Marung bailey bridge at Pemagatshel w.e.f 12th June and 13th June 2013 . In this regard, division would like to announce the timing for opening and closing along Dewathang-Phuntshothang SNH & Khothapa-Khar-Tsebar-Yurung Dzongkhag road.

1.Announcement

Based on the decision of the Division Level Tender Committee meeting held on 3.06.2013, a bid for the construction of RCC Retaining wall 5×3 m & an anchored base RRM wall 4×2 m & 6×6 m on the right bank of Geptongzam along Nangar – Ura bypass highway, the Field Division, Department of Roads, Trongsa regret to inform that the bid had been re-tendered.

It is therefore, the bidders are requested to collect their bid security. For clarification contact Trongsa Field Division Office during an office hours.

Inconvenience  caused is highly regretted.

NOTIFICATION

The proprietor of M/s Yangkey Construction, Thimphu with CDB registration number 3238 is requested to report to his site in person within June 11, 2013 at Panbang positively.  A reporting letter should be submitted to the Project Engineer at Panbang. Failing to honor this notification shall result in immediate termination of the contract with us and subsequent blacklisting.
