The Minutes of Meeting for JICA’s technical cooperation project “Establishment of human resource development system in construction sector” was signed between the Director General of Department of Roads, Ministry of Works and Human Settlement and the Mission leader of survey team, Japan International Cooperation Agency, on 25th March 2022.
The objective of this project is to train young engineers and technicians in the road sector in Bhutan. During the series of meetings, the target of engineers and technicians and scope of training, were discussed mainly.
Once the project is officially approved by the Japanese government, an implementation plan will be officially confirmed between RGoB and JICA, and moved to the implementation phase. At present, during the five-year implementation period of the project, it is planned to train Bhutanese engineers as well as technicians through the lecture training and OJT training getting the support of Japanese experts, and these training will be continued even after the project.
Worthy of a special mention, MOWHS is planning to involve MoLHR, CDB, RUB, and corporate and private companies of construction sector to develop practical training modules.
During the COVID-19 pandemic in Bhutan, due to restriction in import of foreign labor, there was a shortage of human resources in road construction sectors, resulting in delays of many projects. In addition, it is believed that a large amount of labor costs in the construction sector have been outflowed to foreign countries. This project is expected to improve such situation.
JICA has so far constructed 24 bridges through grant aid and provided technical cooperation in road sector, those like bridge maintenance and management, countermeasures against slope disasters, and others.
The project is under preparation prior to the official approval by the Government of Japan.
